This document sets out AI's concern about the use of iron bar fetters and chains in Pakistan. Use of iron bar fetters and chains for restraint and punishment of prisoners is permitted by law under specific circumstances but fetters are also frequently used unlawfully as instruments of torture. This document describes the types of fetters used and outlines regulations governing their use. It also describes the use of bar fetters and cross fetters as instruments of torture, based on witness accounts obtained in November 1994 in Pakistan.
