Nepal: A summary of human rights concerns

This report reviews the human rights situation in Nepal, with reference to the political changes of 1990, when a multi-party system of government was adopted. While welcoming the improvement in Nepal’s human rights record which accompanied the new 1990 constitution, AI remains concerned that no action has been taken to remedy the violations, including torture, “disappearances” and killings, which took place under previous governments. AI is also concerned about reports of torture and extrajudicial killings under the present government. The progress of official investigations, such as the Mallik Commission, into previous violations is commented upon and legal and procedural practices which, AI believes, have facilitated past violations are analysed.
