Kingdom of Cambodia: Human rights and the new constitution
The Constitution of the Kingdom of Cambodia was promulgated in September 1993. AI welcomes the constitution's committment to recognizing and respecting human rights as defined in various international instruments but is concerned that the provisions for safeguarding human rights are inadequate for effectively protecting the rights and freedoms of significant sectors of the population. The new constitution provides guarantees of human rights only to those members of the population who hold Khmer citizenship. AI is particularly worried that the ethnic Vietnamese minority in Cambodia may be discriminated against.
