Indonesia / East Timor: Santa Cruz: the Government response

This report evaluates the Indonesian Government’s response to the 12 November killings at Santa Cruz, East Timor. It concludes that the mandate and methods of the National Commission of Inquiry were flawed and that its findings are unacceptable. AI is concerned about further alleged violations against the East Timorese since 12 November 1991, such as political imprisonment, harassment and alleged “disappearances” and killings of political activists, students and church workers. The report concludes with recommendations to the Indonesian Government and to member states of the United Nations.
