Afghanistan: New forms of cruel, inhuman or degrading punishment
AI is concerned by reports of the public hanging of three men on 7 September 1992 in Kabul. A government official declared that further such executions may follow and that they were necessary to restore law and order. AI is also concerned about restrictions on freedom of expression and association and the possible introduction of punishments such as amputation.
