USA: (Virginia) Charles STAMPER
Charles Stamper was executed as scheduled by the state of Virginia, USA, on
19 January 1993.
Stamper, who was black, and partially and irreversibly paralysed as a result
of being involved in a fight with another death row prisoner in 1988, was carried
to the death chamber by two prison warders. According to reports, Stamper
wrote in a last statement before his death that the means of his end "bruised
and demeaned humanity".
RECOMMENDED ACTION: Please send telegrams/faxes/express and airmail letters

- expressing regret at the execution of Charles Stamper;
- noting the way in which Charles Stamper's execution was carried out, which
demonstrates the extreme cruelty of the death penalty and shows it to be a
brutalizing process for all those involved;
- urging Governor Wilder to grant clemency to any prisoner whose case may come
before him in the future by commuting their death sentence.
