USA (Delaware): death penalty / legal concern
Billie Bailey, William Henry Flamer: Billie Bailey, white, was sentenced to death in 1983 for murder. According to a clemency petition he suffers from mental health problems. William Henry Flamer, black, was convicted of murder in 1980. HIs attorney has appealed on the grounds that he received ineffective legal representation at his trial. Both men are scheduled to be executed on 25 and 30 January 1996, respectively.
