This report describes AI’s continuing concerns about alleged incidents of torture, “disappearance”, and extrajudicial execution in the department of San Martin since April 1992. Most of the violations reported are believed to have been carried out by soldiers stationed at the Mariscal Caceres military base, which is one of a number concerned with controlling armed opposition groups such as Sendero Luminoso and drug trafficking.
