Peru: Legislation is not enough: Torture must be abolished in practice
In February 1998 Peru passed legislation which criminalised torture as a crime in itself. However, since that time Amnesty International has received victims' testimonies that torture continues to be widespread in Peru. This document looks at the legislation which has undermined safeguards against torture during detention and examines the culture of impunity which is still in evidence in Peru. The appendix contains details of several cases of torture, in some cases leading to the death of the victim.
