Honduras: Children unprotected from abuse

In the first six months since the goverment of President Reina took office in January 1994, AI has received several reports of minors being subjected to arbitrary arrest, sexual abuse or ill-treatment by members of the security forces. This paper describes two such cases. Martha Maria Saire, 11, a former street child now resident in a Juvenile Guidance Centre, was reportedly abducted and raped by two members of the military assigned to guard the centre. Mario Rene Enamorado Lara, 16, who lives in a Casa Alianza transition home, was arrested without warrant and reportedly beaten by police in Tegucigalpa.
