Amnesty International is concerned at reports that Raynand Pierre was arrested,
in Port-au-Prince, on Thursday 14 November 1991.
Raynand Pierre is the Executive Director of the Centre Lafontant Joseph de
Promotion des Droits Humains (Lafontant Joseph Centre for the Promotion of
Human Rights). This organization has been very active in denouncing the wide
range of human rights violations that have occurred in Haiti since the coup
d'Etat that ousted President Jean Bertrand Aristide. Other members of the
Centre have also reportedly been harassed.
Amnesty International believes that Raynand Pierre has been arrested solely
for his activities in the Centre. He is reportedly detained in the Pénitencier
National, National Penitentiary, in Port-au-Prince, and has been denied access
to his lawyer and relatives. Amnesty International is concerned for his health
and safety.
Amnesty International has also learned that Virginia Sénatus has been freed.
No further action is needed on her behalf.
FURTHER RECOMMENDED ACTION: Telegrams/telexes/faxes/airmail letters/
telephone calls:
- expressing concern at the arrest of Raynand Pierre;
- asking that he be unconditionally and immediately released unless there is
clear evidence that he has committed a recognizable criminal offence;
- asking that his physical safety be guaranteed;
- asking for guarantees for the physical integrity of members of the Lafontant
Joseph Centre for Human Rights, including Loby Gratia, and that they be allowed
to conduct their peaceful human rights activities without fear of reprisals.
