There is concern for the safety of Pierre Andre Morpeau, a local government representative of the Conseil Electoral Provisoire (CEP), Provisional Electoral Council, who was arrested on 4 February 1994 in Les Cayes, South department. He was previously detained in October 1991 and in January 1993, and according to medical reports by the Director of the Quatre-Chemins Health Centre in Les Cayes, he was ill-treated in detention on both occasions.
