This document analyses the situation of human rights in Haiti in this pre-electoral moment. It analyses the National Police and its implications in serious human rights violations, the prison system, the justice system and the situation of human rights defenders. It finishes with some recommendations to the Haitian authorities, the USA and to international organizations and governments providing economic and technical assistance to Haiti.
