Amnesty International considers that the human rights situation continues to be of grave concern in Guatemala. The organization suggests a number of factors and processes which it believes should be used to assess whether there has been progress in human rights ,and related issues, which were specified by the February 2002 meeting of the Consultative Group (of major donors to the Guatemalan peace process).
