Voting has not yet begun on the draft amnesty law, which has been debated in the Legislative Assembly since 18 March 1993. It appears that the parties are trying to reach a text by consensus. Virtually all the parties are in favour of some form of amnesty but some demand that amnesties are passed only in certain conditions.
