Further information on UA 28/93 (AMR 23/06/93, 4 February 1993) - Fear of
COLOMBIA: Eduardo HURTADO
Amnesty International has received information from Dr. Carlos Vicente de Roux,
Presidential Adviser for Human Rights, Consejero Presidencial para los Derechos
Humanos, concerning Eduardo Javier Hurtado and Jairo de Jesús Mantilla
Rodríguez. According to Dr. de Roux Eduardo Hurtado and Jario Mantilla were
not detained by military or police forces. The two men appeared before the
Provincial Procurator of Barrancabermeja on 15 February 1993 and testified
that they had not been taken to either a military or police base and that they
believed they had been captured by a guerrilla group. The Provincial Procurator
closed the investigation on 16 February. Amnesty International has no further
details about their alleged captivity.
Amnesty International was concerned for the safety of Eduardo Hurtado and Jairo
Mantilla after they were detained while in a cafe in Barrancabermeja by men
in civilian dress. They were forced into an unmarked vehicle and driven to
an unknown destination.
