Chile: A human rights review based on the International Covenant on Civil and Political Rights

This document outlines Amnesty International’s concerns with regard to the implementation of the ICCPR in Chile. These concerns include deaths in custody, torture and ill-treatment of detainees, mainly by members of the security forces, the lack of thorough and independent investigation into these abuses, the jurisdiction of military courts in cases of prisoners charged with politically motivated criminal charges, the application of the 1978 Amnesty Law to cases of human rights violations committed during the military government and the application of the death penalty by the courts.
