Rwanda: Persecution of Tutsi minority and repression of government critics, 1990-1992

AI is disturbed by reports of continuing violations against members of the Tutsi minority, apparently committed with impunity by members of the security forces and government officials, who generally belong to the majority Hutu ethnic group. Most of the violations occurred after an outbreak of rebellion in northern Rwanda in October 1990, led by the Front patriotique rwandais (FPR), who have also committed abuses. This paper contains reports of arbitrary arrests and detentions, particularly of journalists; alleged torture and ill-treatment; political trials; reported extrajudicial executions and other violence. Abuses by the FPR are also described. Discussions between AI and the government and AI's concerns and recommendations, both past and present, are summarized
