Report of the International Conference on Torture

This is the final report of the International Conference on Torture which took place in Stockholm 4-6 October 1996, organized by Amnesty International and hosted by the Swedish Section. The conference was attended by people from non-governmental organizations, the United Nations and other intergovernmental organizations, as well as by individual experts in the field of human rights from around the world. This report includes a summary of the keynote speech by Sally Sealey on the torture and ill-treatment of common criminals, summaries of the main background papers, a short appendix on developments in the fight against torture since 1972, and the text of the Plan of Action adopted by the conference. The report also contains edited versions of the reports and recommendations of the four working parties, which covered international action, national action, the role of the police profession and public opinion and public awareness.
