Joint letter to the Special Rapporteur of the International Law Commission on Crimes Against Humanity

Fifteen non-governmental organizations (NGOs) call on the International Law Commission Special Rapporteur on crimes against humanity to propose, as part of the new set of draft articles for a Convention on crimes against humanity, a provision on the duty of states parties to the Convention to provide for procedures permitting any victims to obtain reparation for crimes against humanity committed abroad; and also a provision stating that no reservations shall be made to the Convention on crimes against humanity. The letter welcomes the provisional adoption last year of a provision on the obligation to extradite or prosecute (aut dedere aut judicare).
