Poland: The Law on the Institute of National Remembrance contravenes the right to freedom of expression

On 6 February, the President of Poland signed an amendment to the Law on the Institute of National Remembrance, which makes it a crime to publicly claim that Poland had any responsibility for or complicity in the Holocaust. The law will enter into force in two weeks.

Amnesty International considers that the amendment infringes on the right to freedom of expression as guaranteed by international human rights law binding on Poland and urges the Polish authorities to amend the law to remove any provisions that criminalize statements about historical facts and threaten to have a chilling effect on freedom of expression.
