Bulgaria: Refugees, migrants and minority groups at risk of human rights violations, including hate crimes

This submission was prepared for the Universal Periodic Review (UPR) of Bulgaria in May 2015. In this submission, Amnesty International expresses concern about inadequate legislation on hate crimes and the rights of refugees, asylum-seekers and migrants. Commitments to prevent, address and remedy hate crimes have not resulted in the adoption of adequate measures to tackle the issue. There have been attacks on LGBTI people, and xenophobic and racist violence towards ethnic minorities as well as Roma.
