Nigeria: Executive Summary – Willingly unable: ICC Preliminary Examination and Nigeria’s failure to address impunity for international crimes

This document is an executive summary of Amnesty International’s report published in December 2018, which critically assesses the International Criminal Court (ICC) Office of the Prosecutor’s (OTP) preliminary examination in Nigeria, and the ability and willingness of the government of Nigeria to ensure accountability for crimes committed by Boko Haram and Nigerian security forces. The executive summary includes updated recommendations to the ICC OTP and to the government of Nigeria.
