Russian Federation: “Normalization” in whose eyes?

This report is based upon the findings of an Amnesty International mission to the region in March/April 2004 and ongoing research from the International Secretariat in London. The report presents Amnesty International’s concerns about the human rights abuses taking place in Chechnya, the deteriorating situation in Ingushetia, and the prevailing climate of impunity. It also lays out our recommendations to the government of the Russian Federation, Chechen armed opposition groups, and the international community for improved protection of human rights within the context of the Chechen conflict.
