USA: Osvaldo Torres, Mexican national denied consular rights, scheduled to die

This report discusses the International Court of Justice (ICJ) judgment on a lawsuit brought by Mexico on behalf of its nationals arrested by the USA. The ICJ decision was handed down on 31 March 2004. It found that the USA had violated its international obligations under the Vienna Convention on Consular Relations (VCCR) in 51 of the 52 cases of the Mexican nationals. The case of Osvaldo Torres was one of only three in which the ICJ found that the USA had violated every one of its obligations under the various sections of Article 36.
