Sudan: Civilians still under threat in Darfur. An agenda for human rights protection

This document reports on the visit to Darfur by Amnesty International delegates in September 2004. It includes many recommendations as the crisis in Sudan must be addressed in a comprehensive manner that ensures the protection and respect of human rights for all. Similar patterns of attacks against civilians and forced displacement have occurred and are still occurring in other areas of Sudan. Impunity for human rights violations, the lack of freedom of expression or association, harsh conditions of detention, unfair trials and an unreformed judiciary, human rights violations against women, the misuse of militias, and arms proliferation – all are issues that need to be urgently addressed throughout Sudan.
