Afghanistan: Addressing the past to secure the future

Afghanistan is slowly emerging from 23 years of conflict. This report focuses primarily on the need to bring those who have committed crimes against humanity and war crimes to account. A commitment to ensuring accountability for past crimes, as well as ending impunity and building a national justice system in order to ensure that justice and the rule of law are protected in the future, is integral to a durable peace in Afghanistan. Amnesty International believes that ending impunity, establishing the truth about past abuses and providing full reparations to victims, survivors and their relatives must be priorities. Amnesty International urges the international community to implement the recommendations made in the UN Secretary-General’s report on transitional justice.
