Amnesty International: Declaration of the International Conference on “Disappearances” and Political Killings, Amsterdam, 6 September 1992

This declaration was presented at the end of a conference on “disappearances” and political killings hosted by the Dutch Section of AI from 4-6 September 1992. The statement reflects the conclusions of the international conference. It calls on governments to act immediately to prevent “disappearances” and political killings perpetrated by agents of the state and calls on armed opposition groups to stop deliberate and arbitrary killings. The need to investigate abuses and bring the perpetrators to justice is emphasized. The declaration concludes with a call for the establishment of a high-level human rights office within the United Nations and for the UN both to increase the effectiveness of its mechanisms to protect human rights and develop new ones.
