Concerns in Europe November 1992 – April 1993

This report documents human rights concerns in 38 European countries during the period November 1992 to April 1993. These concerns include the death penalty, conscientious objection to military service, hostage-taking in the Karabakh conflict, allegations of torture and ill-treatment in prisons and in police custody, including that against Roma, asylum-seekers, and homosexuals, deaths in custody, religious discrimination, violations of the rights to freedom of expression, refoulement concerns, prolonged solitary confinement of prisoners, house arrest of opposition activists and fair trial concerns, including the right to silence. The report also documents continuing abuses in the former Yugoslavia, and ratifications of international human rights standards
