Colombia: Killing of Arhuaco Indian leaders – an update

AI is concerned about the progress of investigations into the killings of indigenous leaders Luis Napoleon Torres, his brother Angel Maria and Hugues Chaparro. Despite an investigation by the Procurator Delegate for Human Rights, implicating members of an army battallion in the killings, those responsible have yet to be brought to justice. The three men had been travelling by bus to Bogota on 28 November 1990 to register an official complaint about human rights violations by the security forces against indigenous people in the Santa Marta. Three armed men in army uniforms allegedly abducted them; their bodies were found on 14 December. Brothers Vicente and Amado Villafane were also detained on the evening of 28 November and allegedly tortured during interrogation.
