Peru: Anti-terrorism laws continue to fall short of international human rights standards

AI is seriously concerned that Peru’s wide-ranging anti-terrorism laws continue to fall far short of standards enshrined in international human rights instruments. AI is also concerned about anti-terrorism provisions contained in the new constitution which came into force on 31 December 1993. This report discusses concerns about the present laws under the following headings: pre-trial and fair trial procedures; prisoners of conscience; and anti-terrorism provisions and the new constitution. An appendix lists the names of prisoners of conscience known to AI in Peru.
