India: Punjab police: beyond the bounds of the law

This report is about AI’s concern about violations committed by officers of the Punjab police acting outside their home state. There have been a series of incidents in recent years in which Punjab police have illegally trangressed their operational jurisdiction, carrying out undercover operations in other Indian states which resulted in serious human rights violations. Reports indicate that such operations have been carried out without permission from the authorities of the states concerned and without informing them about planned actions. The report describes two extrajudical executions, one “disappearance”, one death in custody and several incidents of torture, including rape, attributed to the Punjab police in the course of such operations outside Punjab.
