Ecuador: Authorities failed to guarantee the human rights of Consuelo Benavides and her family

Over 10 years ago Consuelo Benavides was detained by members of Ecuador’s Navy but the authorities have denied any knowledge of her whereabouts. In December 1995, the Supreme Court of Justice convicted and sentenced three members of the Navy to terms of imprisonment for their part in her detention, torture and death. Four members of the Navy and at least two former government ministers implicated in the case have yet to be brought to trial.
