Rwanda and Burundi: A call for action by the international community

The governments of both Rwanda and Burundi have appealed for international assistance to establish who committed horrendous crimes against humanity in their countries and bring them to justice. They have also asked for help to reconstruct their judiciary and police. Both governments have been disappointed with the response to their appeals. This report examines in particular the role of the United Nations and the Organization of African Unity in helping to restore respect for human rights. It identifies certain key areas where action should be taken to address the grave human rights situation in these countries. It develops some of the recommendations found in previous AI reports, in particular those which relate to the various types of action that need to be taken at an international level.
