USA: Developments on the death penalty in 1995

At the end of 1995 over 3,000 prisoners were under sentence of death in 34 American states. 56 prisoners were executed and none were granted clemency in 1995. This report examines issues of concern related to the death penalty such as racial discrimination, mental illness, ineffective legal representation and cruelty of executions. The US continues to defy international trends away from the the use of the death penalty.
