Peru: UN experts condemn Amnesty Laws

This report was submitted to the UN Sub-Commission on Prevention of Discrimination and Protection of Minorities in August 1996. It brings together the concerns and recommendations of the UN Commission on Human Rights thematic mechanisms, the Human Rights Committee and Amnesty International, regarding Peru’s two Amnesty Laws which came into effect in June and July 1995. These concerns include the institutionalization of impunity for human rights violators, the denial of the right to compensation and effective remedy for victims of human rights violations and the undermining of Peru’s commitments to international human rights instruments. Appendices include a full transcription of both Amnesty Laws in Spanish and English, as well as photocopies in Spanish of two additional laws passed by Peru’s National Congress during 1996 which hamper the possibility of Peruvian citizens questioning the two Amnesty Laws.
