Libya: Gross human rights violations amid secrecy and isolation

In the last few years the human rights situation in Libya has seriously deteriorated with gross violations taking place systematically, amid the diplomatic isolation of the country due to UN sanctions, and sporadic armed clashes between the security forces and armed Islamist groups. This report details some of the cases of arbitrary arrest and continued detention, torture and ill-treatment, including the use of corporal punishments, and deaths in custody. It also examines cases of “disappearance” and possible extrajudicial execution of dissidents both inside and outside the country. It details the use of the death penalty, legislation authorizing collective punishment, and provides information on two cases of unfair trial, one military, one civilian. The report concludes with a series of recommendations to the government.
