Guatemala: The right to truth and justice

During a visit to Guatemala in August 1996, Amnesty International presented the government, by way of the Peace Commission, two memoranda regarding the right to truth and justice for the tens of thousands of victims of human rights violations in Guatemala. AI offers a set of principles, based on international standards, that ought to be respected in the eventuality of a debate on the promulgation of an amnesty law for those who committed human rights violations. AI also presents a series of recommendations regarding the investigation of human rights violations and the appearance in court of perpetrators, as well as recommendations concerning the composition, power and methodology of the Commission for the Historical Clarification of Human Rights Violations and Acts of Violence which have caused Suffering to the Guatemalan People.
