Haiti: Still crying out for justice

Nearly four years after the restoration of a democratically-elected government, Haiti is still struggling to end impunity for past human rights violations. Also, although the level of violations perpetrated by the new police force remains much lower than under the previous military government it is still an area of serious concern. This report describes general developments relating to the adminstration of justice in Haiti and calls upon the government to implement its proposals and end impunity
