Justice for victims: Ensuring effective enforcement abroad of court decisions concerning reparations

This memorandum summarizes Amnesty International’s concerns about a draft treaty now being considered at a meeting in The Netherlands which would seriously restrict the ability of victims to obtain compensation and other relief in civil cases for violations of human rights, international criminal law and international humanitarian law, as well as in criminal cases in countries where a criminal court may award such relief.
