Federal Republic of Yugoslavia (Kosovo): Amnesty International’s recommendations for the protection of human rights in post-conflict peace building and reconstruction in Kosovo

This document contains a number of recommendations of principles to be incorporated into the formal peace agreement, calling for stronger human rights guarantees than were reached in the consensus of 3 June 1999 between the President of the Federal Republic of Yugoslavia and a joint delegation of the European Union and the Russian Federation. These human rights guarantees should include the full and impartial investigation of human rights abuses committed by any party to the conflict without amnesties or other measures which could provide impunity to those responsible. There should also be established human rights monitoring mechanisms for the protection of all groups.
