Federal Republic of Yugoslavia (Kosovo): Amnesty International’s recommendations on the return of refugees to Kosovo

This report recommends that: whether a state considers Kosovars who have been in temporary protection to be recognized Convention refugees, or to be asylum-seekers who have not yet had access to a status determination procedure, in either case they may not be forced to return to Kosovo without an individualized assessment of whether they have a continuing well-founded fear of persecution in Kosovo.
