Turkey: New law on the prosecution of civil servants: Not a major step towards ending impunity for torturers

In this document Amnesty International examines Law No. 4483 on the Prosecution of Civil Servants and other Public Employees. AI concludes that the decision whether or not to prosecute security officials for torture, “disappearance” or extrajudicial executions should be taken only by prosecutors and judges, and that the Law is insufficient with regards to ending impunity for torturers.
