Mexico: Silencing dissent: An update on the case of General Gallardo

On 9 November 2001 prisoner of conscience, Brigadier General José Francisco Gallardo Rodríguez, will have served eight years in prison for daring to criticise human rights abuses committed by the Mexican Army. After nearly a year in office for President Fox’s new administration, there remains little sign of an end to General Gallardo’s incarceration; an embarrassing reminder that the administration is yet to have a significant impact on improving respect for human rights in Mexico.
