United States of America: Memorandum to the US Government on the rights of people in US custody in Afghanistan and Guantánamo Bay

This memorandum seeks to remind the US Government of its stated commitment to international law and standards; and makes recommendations. The report provides details of the ways in which the US Government is failing to match this rhetoric, through actions which include transferring and holding people in conditions that may amount to cruel, inhuman or degrading treatment; and refusing to grant access to legal counsel.
