Serbia and Montenegro: Legal loopholes allow impunity for torturers in the Sandžak

Amnesty International is concerned at allegations of widespread torture and ill-treatment of large numbers of Sandžak Muslims by police during the last ten years. This report documents some of those cases and examines the climate of impunity that exists in Sandžak today due to lack of adequate investigation and national legislation which allows police officers who torture immunity from prosecution after three years.
