Democratic Republic of Congo: Addressing the present & building the future

This Memorandum summarizes the findings from an Amnesty International delegation to the Democratic Republic of Congo, Uganda and Rwanda. The Memorandum is organized in three sections, each section concludes with a set of recommendations. The first section discusses the immediate measures to which the transitional government needs to accord the highest priority, such as the protection of civilian populations and halting the horrendous cycle of human rights abuse in eastern DRC. The second section addresses the transitional reforms required including the introduction of structural measures for the protection of human rights. The third section addresses the pressing need for justice and for an end to impunity.
