The Toronto Declaration: Protecting the rights to equality and non-discrimination in machine learning systems

As machine learning systems advance in capability and increase in use, we must examine the impact of this technology on human rights. Human rights law and standards provide solid foundations for developing ethical frameworks for machine learning, including provisions for accountability and means for remedy. The signatories of this Declaration call for public and private sector actors to uphold their obligations and responsibilities under human rights laws and standards to avoid discrimination in the use of machine learning systems where possible.
