Two issues of serious concern to Amnesty International are the alleged use of torture or ill-treatment during interrogation and the use of administrative detention without charge or trial. One case of alleged ill- treatment in detention is described (‘Abd al-Ra’uf Ghabin) and a number of official investigations into alleged abuses are referred to. Regarding administrative detention, the case of Sami Abu Samhadanah, detained almost without interruption since 1985, is cited. He was served with a deportation order in January 1992. At his appeal hearings the authorities reportedly did not make available any evidence of his involvement in violence. The context of sometimes violent opposition to Israeli authorities in the Occupied Territories is noted.
