Belarus: Summary of Amnesty International’s concerns

While welcoming both the public recognition by Belarus of the importance of international human rights standards and recent efforts to bring its laws into line with them, AI continues to address the authorities in Belarus on a number of areas about which it is concerned. These include: the death penalty; conscientious objection to military service (the most recent conscientious objector adopted by AI was Nikolay Isaakovich Shust, a Jehovah’s Witness, freed in late 1991); the status of articles in the draft criminal code relating to freedom of conscience, the right to leave one’s own country and homosexuality; the ratification of human rights instruments, namely the first Optional Protocol to the ICCPR and the Convention relating to the status of Refugees.
